What does above the wing and below the wing mean?

AGOA divides the different tasks into the ones performed Above the wing (tasks related to the passenger and gate side of things, e.g. Boarding) of the aircraft and those Below the wing (tasks performed on the tarmac, physically below the wing, e.g. Fueling).
